Abs show at like 7-12% bf iirc. Eat less calories, burn more calories, mixture of both work. Bare in mind you can cut 400 calories out of your diet easily whereas it's hard work in the gym. Both is obviously best.
This is assuming your pecs will look crap as they are small. Otherwise losing bf may be enough to give you decent pecs.
