If someone is dismissing evidence, then they are not showing cognitive dissonance, since they reject the view the evidence supports. On the other hand, if you accept the evidence, and still hold the original view that the evidence refutes, now you're showing cognitive dissonance.
It doesn't really matter that you're wrong here, what matters is neither my definition or the wrong one you provide applies to Trump.
