I doubt that he's a witch if you flip witch. The other possibilities (i.e. you flip village, he flips witch, he flips village) all seem to leave uncertainty. You could both be villagers for example.
Remember that we're playing with incomplete information, we're going to make accusations that are incorrect. Only the witches know roles for sure, and they are aware that they should probably self-accuse occasionally too.
