The peak time to play is when it's evening/night in Europe (6pm-2am GMT). During the daytime hours the concentration of regular players is higher, which means you can expect your winrate to decrease. One way to get around this is to play a limit lower than your usual game during the daytime hours (I don't do this as often as I should)
I'm at my peak when I'm properly rested, I've attended to all my business away from the tables, and I've done a little studying (at least 10 minutes). This allows me to be as focused as possible when I sit down to play. Preparation is a huge part of being a winning poker player that is quite easy to overlook.
