OP -- you have a broadway draw and a flush draw on the flop with a royal flush draw thrown in to boot. Bet the flop, you have a ton of equity.
You're not gonna stack UTG he's got you covered by like 4.5x, (swatting a fly with a mac truck). Why would you want to raise 4bb and drive him out of the pot? Wouldn't it be better to mini raise to say $0.25?

I agree with you daviddem -- I would have raised to $.60 as well.

First -- who cares how much more money UTG has than you? That means the effective stack against him is your stack size. While we're talking about stacks -- why aren't you fully stacked, OP?

Second -- if you're rationale for not betting is "I might scare him out", then I can guarantee you're missing out on a ton of value on a lot of your hands. You're not betting to drive him out -- you're betting to make him call with a range that you are beating.

Third -- KQs will make top-pair a lot more often than it will make a flush. And having a smaller SPR will make playing those top-pair hands much easier. Plus, as the PFR you can steal some pots postflop when you miss, as well.

If the limpers fold to your PFR, that's fine! That means they were counting on implied odds to begin with -- why give them a cheap shot at some of your stack?
