    I think financial crimes are generally the type where motive is ignored. I expect they just tell you to pay up with interest, and don't really care whether it was on purpose or not.
    I just think we should suspend judgment on Boris until we have all the facts through an inquiry, police investigation, and parliamentary commission...then we should explode him.

    Well yeah you're going to have to pay it back, but where a criminal intent can be proven, you might also be prosecuted. If no criminal intent is apparent, you probably only have to repay and don't face a criminal court. That's what I mean by less serious.
