I don't think they really would or even legally could, hence my use of the word "ostensibly." The real criticism is fucking up the online booking system, so these people have nowhere to go and have to either drive around looking for a hotel/phoning places up, or (more likely) will just say "fuck it" and go home or wherever they wanted to go in the first place.
That said, they were giving parking tickets to truckers who were stuck on the motorway at the port when the French closed their borders a couple of months ago. Not sure how widespread it was, or if they actually had to pay the tickets they were given - probably not.
