Level 5 - looting of shops
Level 6 - riots on the streets
Level 7 - looting of houses
Level 8 - total breakdown of law and order, communities rally
Level 9 - all out SHTF, every man for himself
Level 10 - everyone's dead

I reckon this is a Level 2, maybe a 3, but it could get to 6.
