I don't think growing baccy is particularly easy, the only black market is for cheaper imports thanks to our excessive tax. I've never met anyone who has ever grown baccy, that I'm aware of anyway.

Where I grew up, all you'd see was tobacco fields everywhere. A lot of the farmers switched to grapes and vineyards after tobacco stopped being as profitable due to lower demand, etc. It's not that hard to grow, but you do have to prime it diligently or you won't get anything resembling a good yield. I also grew up about 20 minutes from Tobaccoville, North Carolina (wikipedia), the home of RJ Reynolds.
