The problem is that with the one less villager than a 9p format, the village finds itself at endgame a whole day earlier, with the added bonus for a lone wolf that he's hiding in a group of four, not three, come final day. An 8p game with 2 wolves is imba for the wolves, and with 1 wolf it's imba towards the village.
