Yep, 666 is worth 14 in royalties and 777 is 15.

The algorithm for top royalties is easy--"Value" below means the value of the card (2 = 2, 3 = 3, ... A = 14):

for pairs: if value > 5, royalties = value - 5
for trips: royalties = value + 8
