user.ini holds application settings
notes.<player_ID>.xml holds your notes. however, this seems to use a system-assigned ID number to each note, which could cause an error if you just copied the file to another PC.

Hey DoubleJ, spoke to someone about this. Basically you shouldn't have any issues copying notes from one computer to another as long as you use the same UserID. Same goes for user.ini.
Unfortunately, there aren't any plans in place at the moment for server stored settings and notes.
