Bush quite specifically didn't want to get OBL. He had OBL cornered at one point, but let him go, he disbanded most of the task force focused on finding OBL, and he said in a press conference that he doesn't really care to find him.
It's not about the world being "better off". It's about more money and power for the rich and powerful. The world is much worse off now than it has ever been. That will only change when power changes hands from greedy sociopaths to humanitarians. Unfortunately, that kind of thing is warded off by the system and human nature itself
Not all politicians are bad. A lot are good. People like Feingold, Sanders, Dean, Grayson, Weiner, all real good guys. None of the good ones are Republicans. The Pauls and maybe a couple newish smaller sort of libertarians have a couple good policies in social libertarianism and crunching the Federal Reserve, but that's it. Over the last forty years of government, Republicans are responsible for about 99% of all terrible policy. The Religious Right and megacorp funding has made it so
