    i can't say generally fold or generally call because 3barreling as a bluff is highly dependent on board texture. i wanna call this particular river bet versus the non nitty regs. the Queen is a bad card for your range on the flop and a lot of regs are aware of that (your range after calling the turn looks like 44-JJ). the best way i can think to explain it is leveling wise, when they expect you to call (i.e. the turn is a 3 or 8 instead of a Q) their range is more weighted to value hands. When a good bluff card comes and they expect you to fold, the non robot/nit regs are going to have a high bluffing frequency.
