I think you ran into AK or 98 - with QQ, JJ and TT also remotely possible.
4% PFR means next to nothing when there's a raise and callers already in front of him. I don't think he's positionally aware enough to make proper plays and I would only expect him to 3bet AA and KK PF. No AK and no QQ - not at these stakes and with these stats.
People who limp in hope to win their money after the flop. This guy doesn't raise much pre and has 0.4 aggression post. He lets other people do his value betting for him. I wouldn't expect him to bluff or to semi-bluff bet a drawing hand. His hand is made on the flop, and in a big way.
The listed hands above are 37 combinations that he'd have played this way 100% of the time. Any other hands (even QT or JT) with any kind of potential he would play this way certainly less than 50% (and in most cases less than 10%) of the time - and that amount of hand combinations isn't really going to be that great to begin with.
This information you don't have on his donk-bet - only on his 3-bet is it time to pack up imo. Putting in the flop raise is worth reviewing also. I don't think it's wrong, but on this flop and with this player showing aggression (big surprise) I think I like a flop call also (on the first $0.3 bet.)
