villain looks reggy, 19/19 after 16 hands, 3bets my HJ open from the BU orbit earlier

SB checks, Hero bets $1.25, SB raises to $3.00, Hero calls $1.75 ???

Turn: ($7.75, 2 players) K
SB bets $4.25, Hero calls $4.25

River: ($16.25, 2 players) 3
SB bets $18.20 and is all-in, ???

I am not sure about the flop b/c, I cbet expecting I can get raised.
I called to keep his draws and bluffs in. Called turn because this looks like a perfect hand to barrel for him. This leaves me with a tough decision on the river.
Do you think I can call the river here profitably?

Looking at the hand now I think I could get it in on flop.
Any feedback will be appreciated
