I don't hate the call because you are getting 3:1 and people do crazy things, but folding is better. The thing is, he doesn't bet the flop with any naked J's he can now bet on the turn, so his made hand range is almost entirely trips or better when he bets twice. I'd also discount draws because fish will usually c/c their draws or take a bet small/call line.

It's wrong to think that other people think the way you do about poker or even know about charging draws, maybe he does, maybe not, but you can't take Ax out of his range headed to the turn. In fact, his suck bet on the flop, followed by a bigger bet on the turn, is probably standard for him whenever he flops a monster.
I mean, he's so short, it doesn't really matter, but given the action, you can fold the turn, you're not good. If he had bet the same size on the turn as on the flop (true for bigger stacks, too), then he often has a draw and you could raise for value and protection.
