even if he does have weird 2 pair hands in his range preflop it also means that he also has broadways in his range, which he could then be taking this like with TPGK

Equity we need for a call is determined by how much we have to call (.75) divided by the total pot INCLUDING YOUR CALL! (.75+.75+.55 = 2.05) We need ~36.6% equity which shown above, isn't hard to imagine. Given that - I have seen players that play like this especially at 2nl, it is even occasionally a stupid over-bluff too. He is at 50.5bb pre, so really he has to be willing to get it in by the river with a decent piece of the board. Your flat pre would probably be seen as weak to him, although really your 3bet calling range is possibly more dangerous on this board than your typical 4betting range.
