I play 10NL and I've noticed that people who come in the table with less than the max buy-in, let's say something like $5 are usually quite bad and inexperienced player. Do you think this is true?

At anything under $50NL. They are fish, What are they going to do scare you by going all in for $5 post flop. Short stacking at $10NL is useless. It's not like they are trying to learn a new level. Nothing changes till $50NL and even that is minimal. Mostly just table selection.

I think that is pretty much true, I know that one of the things I look for on a table is the size of the stacks, the fewer above the max buy in the better and I like to see a lot a of players around 1/2 or less the more luck I seem to have at the table. By the way I am still a fish, just learning to be tight aggressive and i like to buy in for just over 1/2 the buyin, as it allows me to be aggressive and cuts my risk a little.

Definitely true. I don't think I've ever spotted someone shortstacked playing good. At higher levels I suspect this not to be true anymore.
