It depends on what you mean by "consistently win money". If you mean absolute dollars won, then Courtie is right that the $20s will win you more because the buyin and the prize pool are bigger. If you mean ROI (return on investment) as the % return on your buyins, the lower buyins will definitely win you more on a % basis since the players are worse.
To add to what Courtie said, don't believe the old chestnut "I need to move up to the bigger games because the low buyin players call and call with anything and keep on drawing out on me". In fact, you WANT players to keep on calling with draws against the odds because in the long run you will make money! Sure, you lose when they hit their draws but if you are offering them incorrect odds to draw and they do so nonetheless they are making a mistake.
Bigger buyin games are definitely harder. OK, some jumps like from $5.50 to $11 aren't that big, and depending on the players in each game, some $33s can play like $5.50s, but in general as you move up the games get harder. If you can't consistently beat a lower buyin, then moving up is not the answer!
There is also the question on bankroll to consider. You should have at least 30 buyins for the level you want to play, and arguably more (personally I like 50 buyins but I play turbos which tend to have lower ROI than normals).
