Semi-weakness isn't as weak as checking. That's the definition of a blocking bet. A lot of people will make reasonable bets on the river even with a monster to extract value. The only way a check would be right here is if you were more than 5/6 certain he was on a flush draw or you knew this particular person expected you to pull a Johnny Chan and check-raise the river when it hits you.
