The chance of Villain winning both all-ins is 0.35758 * 0.19473 which is about 0.07 or 7%. He's got to have a slim chance to win so you can keep dangling that carrot in front of him the few times he does luck up so he doesn't just give up on the game, thinking he can't beat it.
