If 3betting is correct, 3bet larger. As played preflop, just c/f every street unimproved. There is no value in a bet on the flop, and he doesn't fold better to one bet, and I don't particularly like barreling in a spot where it's unknown if he can make folds, and we have very little pot equity when called.
I'd assume this flop would get peeled very often, as he has loads of pairs, straight draws, gutshots in his range (AQ, KQ, QJ, JJ-AA, AK, KT, T9, KJ, AJ, etc}.
As for the river, I think it's pretty optimistic to think you are getting looked up by worse. This isn't the greatest river, as his line up to the river is conducive of a Jx hand (JT, J9s, KJ). Not to mention, he could have decided to pot control KQ on the flop when checked to as he doesn't think you are ever c/calling worse. Then when the A turn came, he checked back again thinking there is once again no value in betting.
I think he has JT, KJ, KQ, J9s, and you get called on the river by that, WAY more often than he stations with 77-99 or whatever. It's pretty apparent you are going for thin value, so it seems pretty bad if he calls you with worse.
