Hand 1 - Call or 3bet depending on stats. I doubt I would ever fold preflop here. I say here because villain is isolating a limper from the Button. Always calling/3betting AQo from the SB is not correct. If say UTG opens, and it folds to you, this is not the same as this situation where BU is isolating a limper. UTG would have a stronger range, and therefore playing AQo OOP might not be +EV. Here BU has a wider range, one that AQo is more than likely +EV to play against.
To determine whether you should call or 3bet depends on what villain's tendencies are, and what the best way to exploit those tendencies are. If he is opening a wide range here, but only calling a 3bet with a very narrow range, such as {JJ+, AK+), then I believe calling preflop with AQ is better here. If he's opening a wide range, and calling 3bets with a wide range {22+, AT+, KQ+, QJ, etc}, then 3betting might be best, as he is calling with a fair number of worse hands.
Hand 2 - This can go either way, call/fold/3bet. To make the best decision, you need to identify the villain, either through reads/stats, and determine the best way to exploit his weaknesses.
