Pre seems fine, I maybe make it slightly bigger - but only 1.50 more at the most.

Flop is fine, there is basically no difference between betting 17 and 13 if you cant reopen the action anyway.

This is funny because there's a good chance I'd make it exactly 9.5 too - it works in the supermarket, why not at the poker table. It couldn't be less draw heavy, and you're getting them to call with a lot of their range and you can still get it in comfortably on the turn.

My automatic 3b pre size would be a little bigger, but I think your sizing is actually better with the stack sizes and the stations.

Ehhhhh I don't think the scenario that happened here is common enough that you should tailor your c-bet size around it. I prefer a smaller c-bet anyway though since this is a board where the full-stacked villain is very rarely happy to put a lot of money in.
