    well if he tanked hard, I don't see any value in potting the river
    either bet small or check

    check, call a small bet.
    If you bet then it's unlikely that he will be calling much that you beat, nor folding much that beats you.

    bet/fold a small amount against a passive player/station

    check/call works too
