When people are talking about poker tools and using them they are first and foremost talking about tracking software like PokerTracker or HoldEm Manager. What these tools do is take all the hands you play, put them in a database and allow you to run analyses WHEN NOT PLAYING. You can review hands, analyse opponents' tendencies and do thorough SPR, ABCD theorem, hand range, equity and all kinds of other analysis (yourself, not done by a tool), learn about your own play, your opponents play and figure out how to exploit the games you play.
Poker Tools used in that sense I don't think anyone disagrees with. And typically if people are talking about 'the new tools' it can mean 3rd generation tracking software (like HEM and PT3) which has improved support for analysing poker hand databases.
What you seem to be asking for is a Poker Tool that helps you play the hand you are dealt. That way lies badness.
