The phrase in the Beginners Digest is this (for when betting preflop with the small blind)
If you are folded too in the small blind raise any reasonable hand like A9+, KT+, QJ and all pairs. Avoid limping when folded to. Many BB's will simply raise you with any two cards if you do.
I figure BB's mean the big blind in this case. So I think he's saying that the whoever's in the Big Blind position will raise the small blind's limp. But what does the when folded to mean?
