The phrase in the Beginners Digest is this (for when betting preflop with the small blind)

If you are folded too in the small blind raise any reasonable hand like A9+, KT+, QJ and all pairs. Avoid limping when folded to. Many BB's will simply raise you with any two cards if you do.

I figure BB's mean the big blind in this case. So I think he's saying that the whoever's in the Big Blind position will raise the small blind's limp. But what does the when folded to mean?

There are times in a game where everyone before the small blind folds their hands, leaving just the blinds left to decide what to do.

This is a blind vs blind situation.

This isn't true, particularly at newbie stakes. However, online I think you're best off raising becaue people will often play lots of tables and just click the fold button. Where-as in a live game they're not making fold decisions out of turn and often bored if trying to play tight.

I think you see a bit more SB raising when folded to in tournies than you do in cash as blind stealing seems a little more common there. I see tons of SBs limp to my BB in cash.

I won't auto-raise, but most of the time I do and 85% of the time they fold.
