Pretty much the less aggressive your opponents are, the more you should be stealing and the more you should be cbetting. That being said people you may consider aggressive at your stakes i would consider passive, so you should be stealing the blinds and cbetting a lot.
It sounds like your postflop play is pretty weak, and you know this obviously. I mean in general my best advice is dont be afraid to just bet bet bet bet bet bet bet raise raise raise, its not going to lose you much money in the long run, especially on early streets. Two barrel bluffs are something you really seem to have a problem with. Here's some quick tips with that.
1. Read this post, it should help a lot especially on boards to two barrel (the link in my sig, ISF theorem).
2. In general good boards to two barrel are one that are spread out between high card and low cards. For example a Q53 board is great to two barrel. Any board like T65 when an overcard comes on the turn is great too. Anytime you have a draw is good, even if its just a gutshot. As far as board textures go, ill let you figure out why two barrelling a Q53 flop would be good. Hint: If the turn came a 5 or a 3 we wouldn't want to two barrel as badly.
In position you really should be cbetting 98% of the time versus the type of players you play. OOP it should be less but still probably greater than 70%.
