Quick Stupid Question

When you guys say raise 3x bb, is that TO 3x bb or a raise of 3x bb...

ex: Blinds 50/100, do you raise to 300? Or to 400?

Doesnt really matter, just always unsure, I usually raise to 300 here...

I say 3bb is to 300.

Some people say 3bbs is to 400. They're silly.
