Keep in mind that number factors in when you are in the blinds. If you are playing a full table, I think 25% is not necessarily too high. I find on micro tables that my flops seen hovers around 30%, and I'm making a killing (as much as you can, at least, on .01 and .02 blinds! :P ) In micro, there is a ton of limping. Which is great for you if you know how to take advantage of it.
If you are playing low buy in NL like me, here's something I read once (I think it was Caro) to keep in mind.
If your opponents are playing too tight, loosen up.
If your opponents are playing too loose, loosen up.
On tables that have 4 or 5 people consistently seeing the flop, you have to lower your preflop standards somewhat (still not as low as the other players), and tighten up your post flop play because you never know what some crazy ass could have.
