If he believes in his heart of hearts that it is wrong to wrestle against a girl, then I respect him for standing by his scruples.
It a little bit sucks for the girl that the stigma of her even competing is made explicit. I don't see how this experience can be bad for her though. It's just a bit lame that she doesn't get to wrestle a talented opponent to see how she can measure up.
Besides, at the end of the day, it's a highschool wrestling tourny. So long as no laws are broken and no lasting harm is done, I'm fine with any and all outcomes.
edit Remember, you've never met this kid. You don't know if he's brainwashed or if he truly believes that his life will be one where he never moves violently against a woman.
