    Preflop: Hero is BB with 7, A. SB posts a blind of $0.10.
    1 fold, SB (poster) completes, Hero raises to $0.75, SB calls $0.75.

    Flop: ($2) 9, J, 7 (2 players)
    SB checks, Hero bets $1.7, SB calls $1.70.

    Turn: ($5.40) T (2 players)
    SB bets $0.25, Hero raises to $4.27, SB calls $4.02.

    River: ($13.94) 4 (2 players)
    SB checks, Hero??????

    push. This is 25NL and he called a big raise on the turn.

    If he'll call $8 he'll call a push.
    To win in poker you only need to be one step ahead of your opponents. Two steps may be detrimental.

    The point is, he probably wouldn't have called 8 either.

    You might try betting $4 or so again.

    In my experience a little bit more than half the pot can induce a call.

    Half the pot (or like 25c under). It's the perfect psychological dividing line. If he likes his hand, it's small enough to get a raise out of him; if he doesn't, he'll still be thinking hmm, TP, 3:1 odds, I've gotta bet here.

    I assume he had a missed flush draw (from his turn minbet) and maybe a paired jack?
