I think this depends on the information about the raiser. Given his stack, he is likely trying to steal the blinds from CO.
You have 13bb effective stack because you have already posted the bb. If you push and he folds, you would be winning 2bb from his raise+1,5bb (bb and sb)+1bb from antes=4,5bb. This is almost 1/3 of your stack, and from his position and given his stack, he is going to open lots of hands to try to steal the blinds so here you have to push.
pd: If he is very nit it is better to fold, but you know that since you were playing against him.
