Flop I have plenty of outs and I obviously put him on a pretty strong hand at this point which means when we do hit he doesn't fold very often at all.

You put him on a strong hand because he calls your min raise and then bets under 1/2 pot on flop? Where are the signs he is strong?

UTG ranges are usually pretty strong by default, I'd say his range is something like JJ, QQ, AT, sets, maybe some AK and AQ.
