0% is the % of the time that he puts money in the pot by raising preflop. There is no way on earth that you can infer that his raising range preflop is any PP or two broadways.

secondly there are sample size issues here . 12 hands is going to give highly inaccurate stats so you can't decide an accurate range based upon them.If anything these initial stats are hinting at tight passive not semi loose.

thirdly , these are snap hands so no hud so with only 12 hands it is highly unlikely that you would have a calling station /semi loose read on him at the table in real time.You have seen him limp or call 2 of the 12 hands he has played including this one. so you definately can't infer that he is a loose player.
