My image is taggish 25/21 type stats. I haven't done anything too crazy I don't think. However, I am running like shit and he may think I am tilted but I doubt it.

What's my play on this flop and plan for the rest of the hand?

Call. Continue on any Eight, King or Club.
A turned Ace is a tricky spot.
On a blank, I'd check behind if offered but you could sell me on a bet.

Why aren't we raising here on flop? Villain 3bets a huge amount and thus c-bets some.
Do we think that our A high here is good often enough and plus we can hit our OESD?

This is not a good board for villain to cbet air so his cbetting range is still quite strong.
Even if he's cbetting pretty wide, he's giving up every non-great hand on the turn.
