I could marginally see calling for $2, you could luck into a nut flush draw, or possibly even be ahead. Would depend on the players, I've seen some morons limp in with Qx then raise, or raise hitting A w/medium kicker(i.e. not a 2). I also would agree more than likely he doesn't have AA, AQ, or QQ. The raise and call would bother me, though. Fold if you know they are decent players.

Hand #2
Don't see how you can do anything but fold. If he's betting a lower quality hand that hard(or totally bluffing), he will get his eventually. Most likely he has a better kicker or hit a set. I'd let him walk with that raise.
