It's the muscle beneath it all. Very important stuff for sexuality of physiques, and it makes somebody who is fat appear less fat. Put her fat on a girl who doesn't wear much muscle and she'd look awful, but a good chubby physique is often predicated on muscle. The neat plump vs sloppy plump is a good distinction. For the most part, she would be more attractive if she was thinner. But the way sexuality works, variety and freshness will sometimes make her physique more attractive than a thin counterpart. Also, there is something about her look in the first place. Pretty much this-- if there is any place where 'too skinny for their own good' is common it's probably the fashion industry. Then again I don't pay attention to it a whole lot, so I'm going on some preconceived notions here.

Ostensibly related would be bikini/victoria's secret types but they tend to have some curves and be at a healthier weight (again with the preconceived notions..). I think we can mostly all agree that a most good lingerie models are extremely hot.

On that note I think that is where the happy medium-- If the vast majority of men think a particular woman or body type is hot, it's probably a good and healthy weight. When you have a non-trivial amount of reasonable people saying 'that bitch is too fat/disgusting' or 'she looks like a fucking underweight teenage boy with fake tits', she is probably not in that optimum range.

Clearly, personal preference plays a big role here but thinking about it in ranges I think mitigates a lot of that. Or maybe it's one of those things that sounded good in my head but when I wrote it... not so much.
