usually you hyphenate compound ADJECTIVES and put quotes around words/phrases to make them nouns. this may be an interesting exception, though. i'd say that putting it in quotes is probably closer to the textbook grammar rules, but hyphenating might be more comprehensible and easier on the eyes.
