Default Online poker regulation bill in US House

I'm not sure if this is the correct forum for this, but there's a new bill introduced into the US House on Thursday, March 17th that may finally repeal the illegal UIGEA for US players:

H.R.1174: To amend title 31, United States Code, to provide for the licensing of Internet gambling activities by... OpenCongress

Edit: The bill does not repeal the UIGEA but it would create a federal regulatory and enforcement framework under which Internet gambling operators could obtain federal licenses from the Department of Treasury, authorizing them to accept wagers over the Internet from individuals in the U.S. The bill applies to both foreign and domestic operators.

I'm still looking for the full text of the bill to try to find any F.U. clauses like taxation.

I probably should have posted this in Online Gambling or Online Poker Rooms
