You've head-fucked yourself here. Mueller's job was not to present findings to congress. His job was to present findings to the Attorney General. The obstruction question is open to the AG, not congress. So it's totally appropriate for the AG to state a conclusion. That's exactly his job. Not congress's job. Congress is not a law enforcement body. Law enforcement is a function of the executive branch, namely the AG. Do you get this now? Stop watching CNN. Cut back the Vox reading to once a week. It's seriously affecting your cognitive function.

Follow me now. Mueller reports to the AG. The AG makes a determination. End of process. That's the law. That's the procedure. That's the rules. Congress has nothing to do with it. Mueller did not "leave obstruction open for congress". That's the most wrong a person could be.

What congress can do, is subpeona information from Mueller and do their own investigations as a precursor to impeachment. But you've already said that you don't think impeachment is the right path. But you want congress to act. But you don't want impeachment. But congress can't do anything except impeach. But you don't want impeachment. But you think congress should act.

Imagine you just found out that the FBI was actively working to undermine you. Imagine you just found out that your entire administration is going to be hamstrung by a vague and invasive special counsel investigation. Now imagine you just found all that out. And you slumped into your chair and exhaled a frustrated sigh. What words might cross your lips in that situation?
