Theoretically... if the wall slows people down so a patrol covers more ground while maintaining enough surveillance to catch people, then fewer guards are needed, but... a 20 foot wall?
If you have a ladder and a rope, that's not slowing you down at all, and if you know the wall is there... then whether ladders or something else... you have a plan for that.
Sure... people surprised to find a wall there will have a tough time of it... once.
