I would guess 95-99, I remember I was chatting with this girl from school on ICQ, and she said she was gonna email me something funny, and told me to check my email, I responded saying "I think it takes a couple of days to get there." She went on to inform that that its actually pretty much instant, I checked my new email account and in disbeleif read the message she sent me.
