This is for CRTs and was exactly what I thought, then I saw LCD.

Hz (Hertz) is equal to 1/sec, usually used to describe frequency. So 60 Hz goes 60 times a second, 75 Hz goes 75 times a second. So, LDO, 75Hz is faster.

A CRT starts scanning at the top of the screen and draws one line at at time. It fires an electron which temporarily lights up the pixel (think the flare you get from the sulfer on a match). Before it completely disappears, the beam is back and it gets lit up again. Our eyes are only sensitive up to 30Hz or so (not 100% on this number) so you can't see this. However, the electricity coming into your home is also 60Hz. Since these are the same frequency you get interference, hence the flicker. (I can't think of a good way to explain this flicker without maths so I won't)

LCDs don't work the same way. Each pixel is an individual switch. Your computer adjusts each switch when it needs to change something. 60Hz on an LCD refers to how fast it can change (sort of) not how fast it is changing (like a CRT). If you sit back and stare at your LCD screen, nothing is changing behind the scenes.

Cliff notes: 60Hz on an LCD doesn't cause eye strain.

Random thoughts:
Use darker backgound/themes. My desktop background is usually just black. I've gotten something similar for a most of the poker rooms. I always felt trying to pick out the cards from the background is what annoyed me (more time than eye strain).

Maybe adjusting the clear type will help?
