Ninjas are still good in 1.3. Speed in general is enhanced in value because its so important remove the AI's options before he gets a chance to act on them. It's a big trade-off though because a few bad hit rolls early on will cause speedy mushy guys to diminish in value when the war of attrition starts. You need at least a couple of characters that can take a few hard hits, and most your characters need to be capable of reviving and healing. You also need a dedicated thief to grab some of the gear when most of the story battle enemies are at the next tier of gear from you. But if you get too greedy and bring two thieves, you risk your battles drawing out for too long and you end up over-leveling.

Re: Wiegraf, I got stuck on the battle just before that (outside the castle with the a-hole archers on the ramparts), so I don't know how tough he is. From what I understand the solo part isn't that much more difficult, but after he changes form is insane. All of the zodiac bosses have like 5x more HP, the chapter 2 finisher was extremely difficult for me to beat without cheesing the game mechanics to the max.

Biggest 1.3 tips: 1) Never underestimate the AI's capability to revive and heal its entire team while killing one of your guys, turning what seemed like a decisive advantage into a 20 minute slog that you end up losing. 2) Take great advantage of inheriting skills from crystallized foes, in lieu of spending precious XP to grind the job points for those skills.

Edit: 3) Roll some 70/70, 69/70, or 70/69 Br/Fa generics with the money from your first battle. Brave in particular is super-important since it is the chance that your reaction skills fire. Also try to take advantage of zodiac compatibility or, at the very least, make sure none of your team is very incompatible with one another.

BTW here's a page with all of the data on jobs, items, monsters, etc.
