Ditto. Paar is adorable. There are plenty of great moments and a handful of great characters.
Sheogorath is excellent.
Cicero's dialogue is hilarious. His repetitive little follower comments are the best.
Belethor cracks me up with his, "I'd sell my sister," line. It never gets old.
The apothecary in Riften always makes me smile - the old guy who's always "busy," even if he's just sitting there staring at you.

I agree, but I feel conflicted about it.
I feel like this is the kind of thing I would have really wanted from the game a decade or two ago.
Also, there is a difficulty slider for players who want to min/max a player character (like, umm, everyone?). However, I experimented with it and it has its own flaws. There's always the imbalance between the minions who are a 1-shot cakewalk and the boss fights, which can be significantly harder.
Still, it's the 2+ death fights that are where the fun is.
I mean.
First death: Oops, I walked in too fast. I was overconfident. Now I see the setup. Initiate food based regen and...
Second death: Dayum! OK. My 'go-to' bag of tricks isn't enough. What's in my inventory? Where can I find cover? What's my fallback position?
I love the part where it suddenly turns into a problem-solving scenario. [insert Greatest American Hero gif]
