Flatting pre is fine since unless he never folds to 3bets (unlikely in this spot) since you can't really 3bet for value with JJ. Depending on how he plays post flop flatting QQ+ and AK can be fine as well.
I think he perceives your range pre as JJ-22 and maybe AQ + some SC's. His stacking off range on the flop is probably QQ+, 88, AcJc, AcQc, AcKc. Though idk if he's capable of folding QQ+ some of the time.
Raising flop is obviously fine, if you flat call I'd also call turn and shove/bet river. Only problem with calling is sometimes clubs come and we fail to get value from some of his range.
