Without reads, I'd go by stack size. If he's topped up, I assume he's taggy, if not, a fish.

Versus a taggy opponent, I'm gonna c-bet almost any high card flop because I expect alot of their flatting range to be pps that often c/f with an overcard on the flop. Plus, if you check it back, they're gonna auto-bet the turn and you'll have to fold, which isn't bad but probably gives up some fold equity you had on the flop. As far as barreling, I wouldn't bet the normal scare cards because they help alot of hands that like this flop. Here, I'd only barrel if I picked up a fd.

Vs a fishy opponent, I'd almost always check it back. This flop hits their 'any face card' range pretty good and they're just not gonna fold very often. Plus, fish will often check it down with you, and you could even have showdown value with A high.
