The process mentioned in raketherake failed apparently, as I received no notice of qualifying and their website has not emailed me.
Here's the process as I've been told:

-Tell FTP you want Rakeback but have an account
-They send you and e-mail they're thinking of a way to do it or something like that, then they put your name on a list
-Every month the ppl on that list are allowed to get RB through RakebackPros.
-Sign up through RBP and get RB.

I haven't done this yet but will attempting it in a month or so. I can post feedback if needed.
